Using twitter to promote things is easy.
First sign-in/sign-up
second get yourself a few posts in simply type in the "what are you doing box a few times.
third find a big name like cnn or cbs someone that has 10k followers
four start following ,you can be picky but this works best when your not
Five watch your list of followers grow

Make sure your posting useful information not jibberish or crap content and you will get a huge list of followers to help you promote your blogs,affiliate links ,websites...ect

Wow. That's great. I'm still trying to get my blog off the ground and I wasn't sure how to really use Twitter to help. I've Stumbled, but I'm not sure that's as effective.

Is it still useful to follow a big name like cnn if you topic doesn't have much to do with the usual cnn topics?

You need to decide who is your target on twitter. See whom they are following. You can reply to their tweets. They will notice you. It may be tedious but its a better way for getting the right audience. If the followers of CNN will benefit by following your tweets then go ahead and follow CNN.
