Yes, this is a big problem - thats why i stay away from it and just do SEO.

I used to have adsense on a site and get lots of clicked tracked using my tracking software but Google didn't show them as clicks on their system.

The internet is not a trouble free, but that doesn't mean that you have to stop using it. You only need to be careful. If you take some security measures you will be able to avoid PPC fraud. You experience the same thing with your computer when you connect it to the net. If you don't take care of it, you will find it full of virus like Trojans and spyware. So don't let PPC click fraud stop you from using a marketing tool that can generate good results for your website

You could restrict your ppc campaign to only certain countries, that would help mitigate this problem.

Agreed, when you create an account with Google Adsense, they place ads on your website or blog that are relevant to the content of your site. When your visitors click through the ad, you get paid a commission regardless of whether or not they purchase anything. Some online criminals that want to inflate their commission find fraudulent ways to produce extra clicks on the ads.

Click fraud is a common form of fraud that victimizes pay per click advertisers on the internet. As PPC engines and technology has evolved, so too have the inbuilt anti-fraud mechanisms that PPC companies utilize.

If you are new to the world of PPC advertising, you can read my introductory article on the first pay per click. In addition to the current problems of pay per click, as entry into a bidding war, is a challenge to overcome much more sinister - fraud. Distribution of fraud is actually a bigger problem for advertisers click fraud PPC.

There is a very big chance of getting pissed off because of PPC. Many companies do not value your assistance and most of the time do not pay the amount that is to be paid.
